The first step is to sift the flour together with the starch and baking powder into a large bowl. This will not only help eliminate any lumps but will also aerate the mixture, giving the dough a finer texture. Once the dry ingredients are well combined, add the cold butter cut into cubes. Use your fingertips to incorporate the butter into the flour mixture until you achieve a composition that resembles wet sand. In another bowl, mix the sour cream with the sugar, vanilla sugar, and grated lemon zest until the sugar is completely dissolved. Add this wet mixture over the flour and butter mixture, stirring everything with a spatula or your hands until you obtain a homogeneous dough.
